I've been informed that the images in 1000 Bible Images and Holbein's Bible Woodcuts actually are quite small and the buttons are working as expected. By contrast, if you have Stereoscopic Images of the Middle East in your library, the images in that resource are much larger and the change between 'Actual Size' and 'Fit' is much more pronounced.
The developer assigned to the case suggested possibly adding a 'Fill' button (or something of the like) in order to provide an option to make smaller images larger, in addition to the existing option of making larger images smaller; which I will submit for consideration.
Rather than a 'fill' button, it might be better for "Actual Size" to actual display images at 100% rather than 25%.
It does. For example, this image: logosres:holbeinbblwc;art=img.078 is 471 x 334 pixels in the downloaded resource, which is a relatively small image.
The program is designed to 'smooth' the pixels a bit as you zoom in, which may make the image look as if it contains more pixels than it does.
As a side note, when you export the image (either by printing it or saving it) it attempts to replicate the 'smoothing' done by the program by inserting as many additional pixels as it can (based on DPI.) The result is an image that has more pixels than the original.
