I at one time was able to download this resource

I can't speak as to the previous availability of the resource on mobile devices. The product page shows that it is unavailable. If it was previously available and now its not, the publisher pulled it. There is no way to know if it will become available again until/unless it does become available again.

There are a few items that were made available by mistake on the iOS including the Bible Knowledge Commentary and the Modern Catholic encyclopedia. I would be that the ODCC was the same case.

That's too bad, it is a great resource, I hope the publishers will change their minds. Same the the Liddell and Scott Lexicon.
