Bug: Inconsistent display of palettes in Notes file
Highlights use my one and only Notes test file. After clicking on the Note indicator for the first time the popup showed the Palettes expanded, so I compacted each one to get to my (one and only) Test palette. But all the styles could not be displayed (two are missing below).
Depending on vertical position, some notes provide a popup that allows scrolling.

I now think this is the Known Issue (Beta 1 Release Notes):
Localization needed for new Note Color/Note Highlight drop-down.

I also noticed the Scroll Bar is Missing in the Edit Highlight Style pane:

Localization needed for new Note Color/Note Highlight drop-down.
Localization is for translation of the labels in the other language UIs. This is a different issue and a report has been submitted to development.
