I was surprised that your second reference didn't work until I noted that you put a semicolon in rather than a period or colon. Try simply entering the reference in normal fashion. I believe the only time you need to use the double brackets and the double greater than signs is when you aren't entering a standard Logos recognized reference — e.g., [[ix. 21 >> Bible:Re9:21]].

George, I think you missed his point. He wants to have one piece of text that, on hover, displays a non-contiguous list of verses. Look at his first example, I think you'll see what he's trying to do.
I'm no PB expert, so I can't say for certain, but I don't think this is possible.
What about using a footnote and have both references in the footnote?

You may well be correct. In that case, since you can only hover on one text at a time, I would agree that it isn't possible.
