Is the ASV the only resident resource on my Android tablet?
I was hoping to bring my LOGOS4 library with me on my new Android tablet. If I do not have a WiFi signal, the only resource I can access is the ASV. How can I get other critical parts of my library on to my tablet so that they are not dependent upon a WiFi signal?

You can download any of your resources to you tablet. With the resource selected swipe down from the top and press the information icon at the top right. Click download

Keep in mind that even with resources downloaded, there are a number features and tools that are online only.

I have this same issue on my galaxy tab 10.1. When reading the ESV, if I swipe down I see the info icon in the top right which looks like an "i" in a white circle. Tapping that gives me the "Resource Info" for the ESV but no option to download it to my tablet.

You should see a green button that says "download" or a red button that says "remove" at the top right. If it is not there, I have no idea why.

I wasn't there. However, removing and re-installing the logos app fixed it. So for anyone else... try removing/reinstalling.
