Is there any way to write my own comments and journal entries about my on-going Bible study and have it in an accessible format with Logos 4?

There is no specific journal function but you might find that the Notes capability gives you what you need.

Maybe one point to consider: Notes right now don't show the date they were created (although it is stored internally and Bob, the CEO of Logos, once commented that in the future it will be possible to use that internal date). Users utilizing this feature for a journal wrote that they enter a date manually. If one does, it may be preferable to use a sortable format such as 2012-04-17.

However, it is possible to sort notes within a notesfile by date (even though the date is not displayed)
Not a complete solution but at least it could be used to keep journal entries in the correct order.

Ah - you're right. "Sort by Date Added" - I must have overlooked that. Of course this keeps the notes in created order (so if I add first the entry for today and then the forgotten entry for yesterday, they will sort "wrong").
would a personal book not be best for this??
To create a commentary you would use Personal Book tool, not notes.

Wiki has => Personal Books since a personal book can have Bible milestones, which allows for resource linking with Bibles and other commentaries.
Comparing/contrasting Notes and Personal Books: Notes are instantly available in Logos 4 and can be sync'd with other Logos 4 installations (highlighting can sync with mobile devices; all highlights in Logos 4.5 are notes). Personal Books are built in one Logos 4 installation; which can be copied and scanned for use in another Logos 4 installation or can copy docx file to build in another Logos 4 installation. Personal Books use docx files, which means docx file has to be updated and (re)built for Logos 4 use. Notes can be quicker to create and to delete. Personal Book can use a table with one column having date of entry while another column has comments and journal entries.
Thankful for Logos licensing so can have Logos 4 installed on a variety of personal devices for my library use.
