In version 3 when you moused over a word the data in the information window was absolutely instantaneous. Now it takes several seconds for the data to change. Is this normal for version 4? I really hope this gets fixed soon.

The speed will depend on your machine.
The difference is that the information window now has FAR more power.
Well, my machine is a very fast dual core with win 7 and 4 gigs of memory so I'm not sure what I need to do to speed it up. And I'm not sure what you mean by more "power." Working in Greek, for example it provides the BDAG entry, but only part of it. I don't see this as an improvement and the speed drags out translation work a lot. I timed it at 3 to 4 seconds each time the information window changes. That's NOT good. Any ideas?

In my opinion the information window needs to be modified. When using a interlinear you often get more information than you want - and it is like rolling dice as to what will be displayed.
Here is what I would like to see:
1. Ability to adjust the behavior of the information tool for use with interlinears so that no information would be displayed unless you click on a word.
2. Have headings for each category in the information tool that can be expanded or contracted similar to the Bible explorer tool.
3. The Program remembers whether you expand or keep contracted each heading. (this already happens in passage guides, explorer tool, but does not have this in the information tool (no headings yet:-) nor in the cited by tool.)
4. V4 remembers which headings you expand most often and stacks them in the appropriate order. (in all tools) or at least allows you to drag them like in passage guide
5. V4 only searches for the information in the expanded headings. (making it much quicker)
6. The ability to designate which resources are used for the information source material. (again making it much quicker)
These ideas would organize the information tool as well as speed it up. For example in my case I never want the English word definition when using an interlinear, I never use the cross-reference section, and I would prefer most of the time to just see the tense, mood, etc and the Louw Nida definition.
If I could set up the information tool this way, my results would be almost instant and I would be only seeing what I want (but could expand the other headings if I wanted to see the other info at any time.)
Logos has provided a forum for users (thank you Logos) to input their priority for new features. Info window speedup is on the list, go and cast your votes. WHether you say its a bug or if you say its a feature to speed it up, go register that we'd appreciate attention on this one.

4.0b (still in beta testing) has added a lot of customizability options for the Info panel. For example (each of the tabs down the right side reveals more options):
