Why are verses not tagged in Jamieson, Fausset, and Brown?

The verses are tagged.
However not all parts of the text are tagged: the intro section that is at the top of the window in your example isn't tagged with a passage:
but scroll down so that the "verse 1" section is near the top of the window and the reference will show in the reference bar:

Sorry, I'm using the wrong terminology...what I'm saying is that each of those numbers should be links. I should be able to hover over the 1, 2, 3, and 4 and get pop-ups of Proverbs 1:1, 2, 3, and 4. By comparison, Barnes' Notes is laid out in similar fashion...the equivalent numbers in those resources are verse links.

You should but you can not
I alos have the spanish JFB version and it IS linked correctly.
I think the problem is Logos has NOT given this resource much attention since it first came out.
I got it with the original NASB collecion may moons ago!
It would be nice, but don´t count on a quick resource update.

Gotcha. Yes that would be nice. I would guess the reason that they're not tagged is that JFB is an old resource (i.e. it was created back in the early days of Logos) and may require much manual work to update it. (The verse references in the section headers are tagged, for what it's worth).
I have other commentaries with similar issues as JFB:
