Footnotes are not displayed on some pages.
Some other pages display footnotes.
I did not change the setting between these two pages.

It seems to be related to the amount of "white space" between the last of the text and the bottom of the window.
I experimented using a floating window and got the results below:
For the second picture I just moved the bottom of the window down a little (so extending the amount of space). This allowed extra lines of text to appear and the footnotes to disappear.
So, speculating, L4 is generating the amount of text that will fit within the window and ignoring the requirement to add footnotes. If footnotes fit, everything is ok, if not, they are not seen.
It's not a resource-specific issue - I can see the same thing with the NRSV (for example).
Looks like a bug to me
