You can… if you convert them to .docx and them import through personal book builder. Neither Amazon nor Logos has any incentive to help you do this further.
I am pretty sure you can't export an entire book to any format. Copy and pasting is limited to about 10% of the book.
There are ways to do it, but you must decide wether doing so is considered "fair use."

There are some other users who could give you more help than myself, but I know that it can be done. I have heard others talk about a program called calibre. Essentially the process is to convert the kindle file to an .rtf one, which can then be opened in Word and saved as a .docx file.
The only way I know of is to do screen captures of every page, and then OCR the images and fix up any OCR errors yourself.
It would be really tedious, but it can be done. I don't know one way or the other about the legality of doing this. But even if it's legal and they know it can be done, I guess they're figuring people would rather pay for another copy of it than do the work manually.

In order to make it work one needs to install a plugin to Calibre that breaks the DRM. The usage of such tools to convert from one electronic format to another may be legal or illegal, depending on the jurisdiction one is in and the individual case. Maybe three lawyers will come to four different answers on this. It probably violates Amazon's business terms as well.

kindle books format is mobi, you can export them to epub format, and then re-name your epub to zip and edit it.
If one uses Calibre and the plugin(s) that allow conversion of Kindle format, probably the best path is to convert from AZW or MOBI or whatever to HTMLZ, which is some kind of funky compressed HTML. A free program called "7-Zip File Manager" can produce an HTML from the HTMLZ. The HTML can then be opened in your browser and copied/pasted into Word.
Benefits: Pictures / graphics will be retained and will compile in the PB; in many cases the heading formatting will be retained from the Kindle book, making it easier to produce TOC headings in the PB.
There is an odd Kindle format known as "Topaz", which the plugins (at this writing) are unable to convert; Topaz is thought to be rarely used.
