Neither are a part of a base package.
J. Vernon McGee can be purchased HERE. The Life Application Study Bible is not available in the Logos format, but the Life Application Bible Commentary is available HERE.

I don't have the resource either but using the preview feature it looks to be topically arranged with questions and answers under the topic headings. The blurb says it pulls in content from the study bible and the commentaries. From what I can see in the preview it doesn't really look like a substitute for the study bible notes, but as a resource could have its place in some peoples libraries. Others, more focussed on academics might not look at it highly - different resources for different folk. That's what I like about Logos.
