I've passed this bug report along to the Faithlife team.
I encountered the same problem when I tried to recreate the note in RC1. Then I applied the same note to a different verse range as was able to do it.
The verse range (James 5:13-18) to which I had been trying to apply the verse already had another community note attached to it. When I changed the verse range to James 5:13-14 the note was created without difficulty.

It looked like the note was created for James 5:13-14 but I cannot find that note anymore within my app or on Faithlife. So something weird is going on when placing notes within ranges of other community notes or something.
