I have tried to recreate the highlight as per your snapshot and it works fine for me.
What happens if you recreate it in L5? (From what you say, this was a highlight which you had in L4)

I am able to reproduce this issue on Mac. I will pass a report on to Development.

This issue will be fixed in 5.0b Beta 1 for beta testers, and in general when 5.0b ships to the stable channel.

I'm also having an issue with the capsule being oval, when I believe it's supposed to be round. Will this be fixed as well?
This appears fixed in 5.0b RC 2. It should be fixed in general when 5.0b ships to the stable channel.

Actually, while it's slightly more rounded, it's still not round, especially in the Highlighting tool, and the text is now slightly low, instead of much too high:

The capsule shape is more a rounded rectangle than a circle. That is by design. The lettering inside the capsule is aligned with the baseline of the resource text.

That statement surprised me, as I know I've seen them round in other people's screenshots. So I did some experimenting. Turns out that what I'm seeing is very much affected by my large font size.
Font size 80%:
I guess I expected them to all have the same [round[:)]] shape. At the very least they should look the same in the Highlighting tool and the resource, when those are set to the same font size.
The lettering inside the capsule is aligned with the baseline of the resource text.
Regardless of size, the 1 in the highlighting tool is clearly above the baseline. I'm less sure about the one in the resource. It may technically be aligned, but optically it certainly looks like it's below. And the capsule is definitely not centered around it. It disturbs my sense of symmetry.[:)]
