Can somebody explain to me what this means, and how it relates to those features in the Highlight Palette?

Hi Scott,
Precepts International is one of the major places this is type of study is taught. Check out http://precept.org/about_inductive_bible_study for more information on how it works. They recommend marking up the Bible while studying, and the highlighting palette gives someone a place to start. You can use those and create your own.
This book http://www.amazon.com/The-Study-Your-Bible-ebook/dp/B00475AS6K/ref=sr_1_1?s=digital-text&ie=UTF8&qid=1358976103&sr=1-1&keywords=kay+arthur goes into more depth (its currently on sale). It would also help you learn more. This book is not available in Logos or Vyrso so that is why I linked to Amazon.
John Fallahee also has some specific training on how to use Logos to do Inductive Bible Study. http://www.learnlogos.com/category_s/1516.htm
I would recommend getting the book from Amazon.

Thank you. But is there some special significance to the Inductive Palette in the highlighting tools? Many of these some a bit odd as far as mark-up goes. Am I missing something?

Philana's links were good ones to explain more... But here is a link from one of her links:
