They are similar yes. One difference is that you can search a collection… you can't search a tag without creating a collection.

You can create a single collection out of multiple tags. For example tag:spurgeon, tag:lloyd-jones, [etc.] (note that most of my Lloyd-Jones stuff is actually his sermons.
You could also create a single collection of all Greek language stuff by doing tag:greeklexicon, tag:greekgrammar, tag:nttheologicaldictionary, tag:greekbibles, [etc.]
You could tag everything two or three times as well and get the same end results.
The combination of tagging & collection building offers different strategies for both organizing one's library (for finding works in one's library) and searching within one's library with varying degrees of limitedness.
