how do I get the padlocked info?
Faithlife is a part of the Logos/Faithlife/Vyrso system of digital libraries. If there is something that is locked, you will need to purchase it. You can do so through the Logos.com website. Often, the most cost effective way to purchase things is through a base package… but those are not necessarily "cheap." What resource were you looking to unlock?

so, how do I buy these resources? I see that the notes I'm trying to open are each from different books
You can buy them on www.logos.com as Alabama explained. But you don't buy one explanation, but the whole book. Most of these locked resources are bible encyclopedias, such as the (very expensive) Anchor Yale Bible Dictionary. You can see a list of resources here.
Actually, if you weren't using the app on an iPhone but on a PC, Mac or Android device, you would be directed from the locked reference directly to the product page. EDIT: as shown in my screenshots in this thread.

Apple requires a 30% cut of any resource purchased through an "in app" process. Because of this, Logos can't direct you to the resource on their website from the app itself… you will have to do that on your own. If you need help finding a resource, we can help you with that, but you will need to give us more information (i.e. the name or abbreviation of the resource). It might help for you to give us the passage in Faithlife so we can double check and make sure we are steering you right.
is there some kind of notes unlock package?
As Mick said, you would need to purchase an entire resource, not just a single note. The way that the notes in Faithlife were designed is kind of like going down a stairway. There are the notes from Faithlife itself, but then to "dig deeper," you move in a downward spiral to other (often more technical) resources.
