I am confused by your use of the word "search." A user would not "search by page number." Do you mean navigate? If I type in a headword into the navigation box (where the page numbers are located), it will take me to that headword. For example, "faith" or "Joy." NOTE: the headword must be exact... it isnt a "search for" but "take me to." In other words "bakemeat" will not work, but "bakemeats" will.

I don't know the technical name of that box, but for the sake of our conversation, I'll call it the navigation box. The way that it works, is that you can enter terms for which the resource has been indexed. It looks like the ISBE is indexed by page number, English headwords & transliterated headwords. You should be able to enter any of those and navigate to the right spot.
