It depends on the exact behavior you are wanting to change. If the resource panels are truly linked, then unlink them as shown in my screen shot below. I suspect, however, that you are talking about something else: namely that versified resources open to the last known location across similar resources. The trick here is to make sure that you have both resources open at the same time. Open bible "a" in the top panel, and bible "b" in the lower panel. If you want the panels full screen, use the slider.
