How to download Interlineal?
I would like to download a interlineal onto my phone but I can't see it my library and can only access it on my computer in exegetical guide/ word by word.

Which interlinear are you wanting to download?
The reverse interlinears in Bibles are not a separate resource but the regular interlinears are.
Note that you don't have the same control over interlinear display on the mobile devices as on the desktop

I purcahsed The interlinear literal translation of the greek new testament by Newberry prior to upgrading it works fine now I want to do the same for the OT/TR

If I understand you correctly you are seeing an interlinear in the Exegetical Guide on your desktop computer which doesn't appear in your library. If that's the case then we probably need to start there. Please post a screenshot (http://wiki.logos.com/Screenshot) showing an Exegetical Guide containing this resource.
If I have misunderstood the situation please clarify.

Sorry - I should have worked out what was going on sooner.
The reverse-interlinear capability which you see is included in the biblical translation (KJV, AV, etc) and not a separate resource.
This is why you don't see it in your library and can't download it separately.
And without the Exegetical Guide on the mobile devices you can't get the same level of information from them.

What - if any - Logos package do you have?
And what end result are you seeking to achieve?

I started off with the
Nelson's Electronic Bible Reference Library Basic Edition
Christian Home Library (JG) Logos 4
Starter Upgrade Logos 5
What I want to achieve is that, during the course of a bible study away from home to be able to look at the original languages behind the readings and cross rereference it with my Strong's Concise Dictionary and Vines Complete Expository Dictionary, at the moment they are not linked but i have downloaded them onto my android phone and i muddle through it in the Greek and I want to do it in the Hebrew and Aramaic.

I don't know the full details of the packages you mention but I don't think they include a Hebrew Interlinear.
So to get the sort of capability you are looking for offline you would need an interlinear such as the Lexham one I referenced above.
But one other approach would be to consider whether you can use a mobile phone as a portable wifi hotspot when you are out so you have access to "online capabilities" which would enable word lookups to take place from one of the reverse interlinears you already have.
Here you would need to balance the data costs against the cost of an interlinear
Someone else might have some different ideas to offer.
