Are you an admin on the machine? Prerequisites installation requires elevation (admin privileges).

try "run as administrator", since Microsoft distinguishes between having an admin account and actually using the admin privileges (the screen will get dark and a system box will ask you, whether you really intend to do so - this is for security reasons).
