This was a bug in the previous beta which I thought I posted, but cannot find. So, here it is.
While typing in a Note, the panel fails to scroll when I get to the bottom of the panel. The insertion point goes out of view. I have to manually scroll the panel with the mouse to see what I am typing.
If you use the arrow keys to move the insertion point back up, it will also go out of view. You must use the mouse to scroll the panel.
Clipping panels exhibit the same behavior. If you click in a long clip to use the arrow keys for scrolling, it will not scroll. You are forced to use the mouse.
