Now I see my device again in both my account and in the desktop interface under "Download to:" However, I still have a problem: "Download to" doesn't work. Selecting books for downloading to my device does not result in the books being downloaded on my device. Also downloading a book on my device is not reflected in "Download to" in the Logos desktop interface. I see the same behaviour on my Note 3 device as well (name is My Note in my web account). Both devices are running the latest beta.

Have you tried uninstalling and reinstalling the apps on the device in question? I've written up a case for the dev team.

Yes, I have. The books that are set for download to my Asus tablet in the "Download to" section are not downloaded on my tablet and the books that I download directly from my Bible app on my tablet are not reflected in the "Download to" section. I also uninstalled the latest beta and installed the latest stable version from Google play (version 4.3.9) and I see the same behavior. My Asus tablet is running android 4.1.1 Also, beta or stable, when I use "Send support info" the log file that is created for submission is always blank. The tablet is not rooted.
