DHG, mine works fine (doing a lookup). I'm off-line, if that's significant. Same specs as you.

D - "word lookup" is online only for original language words. Otherwise it just uses the apple supplied dictionary (Which does work offline).

Are you sure ANY word, ANY resource? I can confirm this behavior for non-bible resources (where "look up" uses the iOS dictionary). Bibles with RI's are working as expected.

Same here. Working both online and offline with Bibles, but only working offline with non-Bible resources.

If you open any web page using a browser and then highlight a word and tap Define, what happens?

Yes, although obviously I haven't tried all words in all 10,000 resources. But I tested it on about 7. Off line, the dictionary works correctly. Online, it doesn't; all words show up like in my screenshot above.

I am experiencing the same behavior. with Lookup. It works fine while off-line, but not online.

Got it, had to download my dictionaries specifically to the app...which I thought were already there since it was present in iBooks/Kindle.
