How to turn smooth scrolling on/off

The instructions on the "more info" tab of the app when downloading from the App Store says, "Can be turned on in View Setting." 

I may be blind, but I have found no view setting in the app, nor in the general settings of my devices. Anyone care to share, step by step, how to find and turn this feature on?

    Mark, when you're looking at the resource's text, and click on the text to see the various menus, the 'Aa' is the view settings.  The on/off for scrolling is there. (Granted, 'Aa' would seem to be fonts.)

    When you are in the resource you are reading.  Tap the screen so Aa appear in the upper right hand corner.  You will see where you can turn the scrolling feature off.

    PLUS, using scrolling fixes the bug that has existed for three years of starting double panel instead if turning the page by not tapping in the 'exact' right spot.  Since they are unwilling to fix this long standing bug, at least they have given us an option to bypass the problem.  Also, if you highlight a lot, you now no longer have the problem opwhen highlights go past the current page.

    That problem was fixed more than a year ago when two finger scrolling was implemented.
