It wasn't there when L6 launched, or even in January. But it was there by April 8th, which was before 6.3 beta came out. But I don't see anything in the release notes for 6.0b, 6.1 or 6.2
According to Logos Help it should be a Visual Filter!
It's an internal visual filter used for book production. It should not be appearing in the panel menu or documentation.

We get Show All Articles on by default. What would be new would be Hide Some Articles.

It will likely be at least a week or two, as we're in the process of switching the system we use to create and compile the Help resource to allow for much easier updating.
I think (I'll have to look when I get home) it is also showing up in inline search but I may be wrong.
