It is a sort of hit and miss. Sometimes it follows other times it does not. This seems to happen especially after it has to follow a large pericope.

How long are you allowing before deciding it is not following? I ask because I sometimes decide it is broken when in fact I simply got tired of waiting, and waiting, and waiting ...

Is there any difference if Power Lookup is not enabled (e.g. close its panel)? Is it also set to Follow?
Provide an example of TC not following.

Thanks for following up Dave. The first screen shot shows what happens when the Bible is set to auto column and I use the mouse to scroll with Power lookup set to follow.
The second shot shows with power lookup disabled. I used the mouse wheel to scroll up and then back down and this is the result.
I observe the same using the mouse wheel, irrespective of the bible being in Auto columns or whether Power Lookup is active.
I can reproduce this, but only on Windows. Mac scrolling performance seems much smoother. I've created a case.
