Dragging resources from command box doesn't always work

In 6.4 beta 5 on Windows 8.1

If I enter "open esv" in the command box I can drag the resource to any panel I choose

If I enter "open esv to john 1" I can no longer drag it

(This isn't specific to the ESV but is the same in all Bible resources I have tried)

So it seems as though including the reference removes the "drag" placement option.

Can anyone else confirm this?

I have created a ticket for us to look into this further. I was able to reproduce this on Windows.

Just to note that this works correctly on Mac OS 10.10.3 with L6.4-b5.
