I get it to populate under Multiple Resources for the ESV. Which resource did you try to put it in? Was it the only multi-resource?

Is the primary resource at a location that has no corresponding location in the Believer's Study Bible? For example, on the Title page? If so, navigate to any verse, and see if it shows up. If this doesn't help, please post a screenshot of the panel with the multi-resource configuration box open.

Does it show up if you include the apostrophe when typing in the filter box: Believer's Study Bible

No- the only items that show under Believers- the commentarie and Basics for Believers- the study bible does not show at all under any configuration I have tried to use.
I can open up BSB and add additinal bibles under muiltiple resources- but the reverse will not work.

This does not work for me- ESV MR does not show the BSB

My apologies if I'm not understanding something.
In your screenshot you are filtering on "believers study bible" instead of "believer's study bible". Your response makes it sound like you are still not typing the apostrophe (otherwise Basics for Believers would not show up). The filter box does a simple match. It doesn't do stemming (matching word forms) as happens in a full search.

"doesn't work either way"
Well while I was typing 'believers/ believer's' I tried "believer" it populated at the bottom of a list consisting of Believer's Commentary and Basic's for Believers" this is the only way it will populate in the search function.
Now if someone would address this issue:

Oh, I see what's happening. The title of the resource uses a typographic apostrophe which doesn't match the typewriter apostrophe entered with the keyboard. I'll create a case to fix the problem.
Note also that you can search by abbreviation, so you could just type "bsb".

This should be fixed on Windows in 6.6 RC1.
