Does anyone know if Faithlife has plans to make Personal books that have been uploaded available on the mobile app, especially iPad? And if, when it might happen?!
As far as I know, FL has yet to commit to the project. The best place to read and ask questions about the mobile apps is the android or iOS forums.
In addition to what alabama said, it should be pointed out that this has been a frequent request spanning several years.

I followed the link and realized that I had some votes left here! Thanks.
Interesting - that Uservoice was posted Feb 2013. A year later, Feb 2014, the status of this was posted:
PBB Sync for Desktop is in progress, the feasibility of PBB Sync to mobile will be examined after that is completed.
Now we know Sync for PBs has been implemented, it's 20 months later in October 2015, and this UserVoice item marked "Under Review" is #2 of all mobile requests.
Are more votes really needed? Might there be an update for us since the last one was Feb 2014? It seems frustrating to just be asked to vote more - I think we all know where this issue stands in the eyes of users.

I’m annoyed that Logos requires users interested in this basic feature to vote. It's like asking a car manufacturer to offer rubber tires.
Basic feature? The ability to create personal books, upload and sync them to mobile, at an expense to the company and at no cost to the end user?
I agree that I want it. I am enthusiastic supporter of it and am optimistic that it will come soonish... but I am not annoyed that they are requesting us to vote for it. I have done so and encourage you to do so as well.

Personal books don't have to synch to Logos servers. They could be downloaded from Dropbox, Google Drive, etc., and stored on mobile devices. I don't see the expense you seem to describe. Logos could charge a reasonable fee if necessary.

I was (and am) a proponent of this method. I don't know why they didn't go that route... but I am not qualified to second guess them on it.
I don't mind second guessing them on it. They did say early on that this would come. However, I think they must have changed their mind or at least made it a very low priority. After all, personal books are not a source of revenue for Faithlife.
I gave up on this long ago, and went to the Surface Pro tablet primarily so that I could have my personal books on my tablet computer. It has been a great solution, and I haven't looked back. Best Logos experience I have ever had.

My friend [:)]... Do you really know anything about programming? I know a little (and I mean a little!), but I know that I have no idea about what is involved programming wise, let alone the business / licensing agreement wise for having Logos sync with a service such as dropbox. From my purely speculative and uninformed perspective, it makes sense to me to use dropbox or some other service, but I trust that FL employees aren't a bunch of idiots and that they had valid and well informed basis to not go that route.

I actually don't ever remember a promise, although I did read into their statements a promise which wasn't overtly made. All I remember being said was that mobile sync wouldn't come until after desktop sync. From that I assumed that mobile sync would come in a "relatively" short time period after desktop sync. As desktop sync was rolled out, it was clarified that it wasn't currently under development and I was (and am) disappointed.

Thanks Kevin.

Rubber tires would be nice but I want seat belts first!!!

FL has been working on this feature since shortly after the Personal Books feature was introduced.
