That was not one of the devices that I have tested, but I may have a similar device I will go ahead and try with. With my testing, I was able to use USB audio devices just fine from within Proclaim. Do you know if there was any special software you had to install to get your Sternberg UR22 USB audio device to work within OS X? Pardon my lack of knowledge with this device.
For my setup at my church, I was using a line out on the soundboard, that I plugged into this USB dongle: http://www.amazon.com/Syba-SD-CM-UAUD-Adapter-C-Media-Chipset/dp/B001MSS6CS
This worked great with good quality and no hiccups.
As for the USB output on the Behringer mixer, I do not know if it would be directly compatible. However, considering it has a phones out, even if the USB interface did not work, you could go a similar route as I described above.
I hope that helped. Im going to try and look and see if the first issue you described is a Proclaim problem or a Steinberg problem.

I just tried a baby Behringer (behringer xenyx 302usb) with Proclaim and it worked. However, I did notice that OS X reported this device as not having audio controls, while Proclaim still presented the volume slider (attempting to use the slider did nothing). That's a bug that I'll need to fix.
This makes me more confident that the Behringer device you spoke of would work with Proclaim as well.
