Create outlines?

I'm currently using Logos Cloud Essentials - which does not have the Bible Outline Browser.

If I had a package that did, could I make my own outline to use with the outline browser?

If not, what is the best way to outline in Logos? Or is it best to just use Word?

Certainly the best tool to use to outline the Bible is your personal study of the Word which you said in your last line. Nothing replaces doing it yourself.

I occasionally use the Bible Outline Browser if I want to see how others outline specific Bible passages after I have done the work of trying to study and understand the passage myself but the tool can be helpful. But you mentioned that you don't have this feature with the Cloud Essentials subscription you have. I'm not sure what resources are included in this package but most good commentaries include an outline of the book which is basically what the Bible Outline Browser does with a number of resources at the same time.

Ha! I meant, "is it best to use Microsoft Word?" A little miscommunication on my part.

I certainly agree the best tool is working in the Word yourself. In fact, that is why I am looking for the best tool to outline on my own. Thank you for the resources though, I'll especially look into the Analyzed Bible.

Logos does not have a true outlining feature but Notes do have the necessary hanging indent feature. So its Notes or Word depending upon how important integration is to you.

Ah Andy, sorry for the confusion. I find the Notes feature in Logos adequate although it is not nearly as sophisticated as Word so, if I want that I would stick with Word. By the way, an outline doesn't copy well from Word to Notes, at least it doesn't keep the same outline order.

One option is to take an existing outline from one of your resources (open the Factbook and type a bible book) Then copy and paste into a note file. If you select a simple outline, you can use it as a template to develop your own outline. When I copy from an outline with bible links, the links remain in the note. Here is a screenshot:

Not exactly what you were wanting, but maybe useful. Outside of this, your word process is best for outlining.

These are all good suggestions, thank you all for your help.
Currently I'm thinking I'll write my outlines in Microsoft Word and then use the Personal Books feature to import/index them into Logos.
Does that sound like a viable solution to you? Are there any serious drawbacks to this solution?
