I originally reported this in the post announcing the release of 6.9 B1. My Layouts menu does not show any home page layout options.
I tried deleting the Layouts.db to see if that would solve the problem and it did not.
I assume you have Logos Now?
I assume so. All of my interactives, concordance, etc. seem to be working
You can confirm whether or not you have Logos Now by checking the About panel. In the top section, there is a line that starts "Licensed to:". After indicating your base package, there will be text to indicate if you have Logos Now/Cloud.
Perhaps there was a problem with updating your license file. Can you restart the application and post the resulting log file?

Call it a Christmas miracle...the Home Page Layout options are now appearing
Good news! I have no explanation as to what happened. Some kind of kink in the licensing I suppose.
