Quirk I don't understand

What are there two CL codes here? It seems like the second is superfluous.

It seems to me that the second is not superfluous because the clause is split into two clauses that are contained in it, the one indicated by your second arrow and the one at the very bottom of your screen.

I think you're right, thanks. Now I have to reconsider a rather odd definition of clause given where it places the conjunction ....
