Is there a way to open a Collection all at once?
For example, let's say I have X amount of books in a personal collection. Is there a way to open all of them at one time?

Open them up and turn them into a layout. When you open that layout they should all open.
I know how to make a layout ONCE all of them are open, BUT how do I open a Collection of 25 resources all at the same time instead of dragging one resource at a time from my collection to a panel?
You don't. You need to open each resource individually, drag it to where you want it and link any items you want linked before creating your layout.
You can open 10 at a time from your Library. In your Library, to the right of the Find box, click on "All Resources" and select the name of your collection. Then select the first 10 resources, and in the Resource Information box click "Open all". Repeat for the next 10 and the final 5.
You can always open up to 10 resources at a time from the library with one click. Once you exceed 10 the option to "Open all" goes away.

Is there a way to open all of them at one time?
If you set the parallel resources in the collection panel, you can just spin through them as parallel resources ... but that does require more work building the PB
