Notes popup conceals text

Is there any way to move the 'edit note' popup? When I'm writing a note, I'm almost always writing it about the text I've highlighted, so to have that very text hidden by the popup is a tad annoying.
I'm using the app on an iPad Pro and I imagine any other iPad would have the same problem, though I can understand that an iPhone wouldn't necessarily have enough room on the screen to move the popup.

You can't move the note popup but once the note is created you can then continue editing it in a separate panel as below
