Why does the first search return such limited results?
The INTERSECTS operator finds instances where both sides highlight the same word(s). The easiest way to diagnose these sorts of issues is to run each query separately. When you do that, you see that only in 11:29 and 12:10 do both searches highlight the word "weak". Thus, the INTERSECTS search is working properly.
Now, if your question is: "Why aren't those occurrences of 'weak' found by <Person Paul>?", then the answer is that the Referents Dataset tags nouns, pronouns and implied subjects of verbs, not adjectives. (Adjectives don't refer to an entity, they describe it.)
