I seem to recall Noet has things like the Constitution, Declaration of Independence, presidential inaugural addresses etc.
Welcome Jim to forums, could you be more specific: are you studying political election or God's election/predestination?

The concept comes up in various places in the New Testament. Besides the obvious (Romans 9-11), there is Ephesians 1, and it pops up when often you least expect it. It came up for me in a student question when studying the story of Jesus' last Passover. How could Jesus know about all those details when he sent out the disciples to get a room?
Some classic theological discussion on this would include St. Augustine's essay, "The Problem of Free Choice" - now available in Logos in the Ancient Christian Writers series. Later is Luther's "The Bondage of the Will". And of course Calvin spoke of it. You can read the various editions of Calvin's institutes to see how his thought developed, and also may want to check out the two works "Calvin's Calvinism".
All these writings above were controversial at their time - and probably still are. But even if you reject their language, it is valuable to see how they actually used the terms they used - what they meant by it and what they did NOT mean by it.

Is a really good starting place... much of the items on election seem to be focused more on Calvin but this study works well.

No offense to the various book writers and theologians, but I've always been fascinated by the Joel text, which simulataneously juxtaposes both concepts, complete with the early church (the Spirit on all). And why the Acts writer leads off with it (Peter's speech). You have to look at hebrew 'call' very closely visa viz a god (at the time).
I remember Geisler's systematic theology having a good comparison of thoughts on the subject

Any good systematic theology should give digested facts about the subject. I particularly like Grudem's.
