Right clicking a word in a resource can bring up tool possibilities such as
Bible Word Study
Pronounce
Power Lookup
Add Lemma.
Is there a way to drag these tools to the toolbar?

You can't drag them from the right click menu - at least to the best of my knowledge and I can't check now
But you could drag most of them from the Tools or Guide menus
Tools that are accessible from the context menu are usually designed to be applied to whatever item one clicked from in a resource. But if you just want quick access to the tool, whatever you can also get from the command box can be dragged to the toolbar. This would certainly include BWS and Power Lookup for instance.

Not quite, as the data entry box may contain a reference from which you can generate a report.
1. Try Command Open {Guide Name} to {Reference} e.g. open my passage guide to mt 5, open bible word study to g:logos --> clicking will generate the report.
Dragging the command OR guide tab to Toolbar appears to retain the reference but clicking the icon gives you the current/last reference.
2. Try Command Open {Document} e.g. open clipping, open passage list --> click a suggestion to generate the report.
Dragging the command OR the document tab will give a toolbar icon that will generate correctly when clicked!
3. Try Command Show {Tool name} e.g. show pronunciation, show copy bible verses. They open the tool; some to the current/last reference.
In general, drag a panel's tab to Toolbar to see how effective the icon will be when clicked, noting that its Command will appear on hover.

Still can't do it.
The role of Power Lookup is to read references from another resource. If opened alone, there is nothing to read and so it will be an empty window indeed. The same will happen if the Power Lookup follow option is set to "None". If set to follow, there should be an orange square with a white star in it next to where it says "Power Lookup" in its title bar. If it shows a letter, it will only read from resources set to the same link set letter.

I think you misunderstand what I want to do.
To use eg. the power look up, I RIGHT CLICK a word in a resource. I then choose Power Lookup.
I want to be able to choose a word in a resource, and then click a Power Lookup ICON on the toolbar.
Logos allows me to drag the icon onto the toolbar, but clicking on it does virtually nothing.
Why would you want to do that? If it could work (and I don't think it can), you would need first to select the word and then to click on the icon. Isn't it actually faster to right-click on the word and click on the command?
The toolbar icon works for Passage Guide, thus giving you a three click solution that may be faster than using the Context menu. Experiment with other Guides and with Tools e.g. it works with Power Lookup set to Follow. But once you have an open panel for Power Lookup, why bother with the icon?
It works well for Documents - it's a one-click solution for opening the specific document you may want to use in the Context menu e.g. Add a clipping to xxxxxx, Add a note to yyyyyy. But you will quickly fill the toolbar with their icons.
