Since they're the same price, it makes me wonder about the difference, too.
I have the TDNT that's already been released but don't use it often...
They are NOT the same price. The $399 price is the dynamic price, because as you stated you already own TDNT. For those who don't the price is $499 for the bundle. One part of the bundle is the already released New Testament, the other part of the bundle is the soon to be released Old Testament.
I've been wanting the TDOT for some time now (have the TDNT already).
So I was feeling pressured because the "publisher's sale" of 30% off ends today.
so that means it's $489 after dyanimic pricing and the 30% off sale. So I'm trying to connect the dots here.
Your post was November 2015, and it's now July 2017. So about 1.5 years ago the normal price for this upgrade for someone having the TDNT to get the TDOT/TDNT bundle was $399, and now the mega sale price brings it down to $489?
What am I missing here? I'd really like to pay off my existing logos stuff over the next 7 months before I jump on something else. Any of you folks who have been watching this package know of the current sale price to add TDOT for $489 is really in my interest to jump on it now?

It is sad to see some of the once-affordable key resources in Logos being priced like this. I don't believe it is FL's doing. It is likely Eerdman's pricing.
I purchased TDOT for $399 back in December, 2015. It is now priced regularly at $699. I suppose the only 'comfort' is that to buy a hardbound edition would set you back about $1,000.
I don't know what your use of this resource would be, so how important it is to you. I find help in the New International Dictionary of the Old Testament Theology and Exegesis as often as I do this one. If you don't have that one, it is significantly less expensive, and might meet your needs.
If you are in an academic setting, then having TDOT is certainly important, and the price likely won't be cheaper anytime soon.

Could be, maybe they expected to sell more at the lower price point and didn't so they had to adjust. I love logos but I have also noticed that every single kindle book is at least 30% more at FL; even the little ones without many links (not much to "rework") so I doubt it's all be the publisher's doing.
Regarding TDOT; I teach Hebrew and I feel like I'm loosing some of my students' interest.
I was thinking to introduce 1 full essay from TDOT each class to demonstrate the depth and beauty of Hebrew as well as the value of the back and forth between Hebrew and Greek in the bible. I like how TDNT often works back to the Hebrew.
Anyway, I can't rationalize spending more than it cost a year+ ago when it's on 30% sale now.
I managed to grab a few hard copy volumes on ebay for about $10 each used; they're on the way to me now (I live overseas) so maybe I'll just be limited in my word selection for a while [;)]

One contextual point that has been missed in this discussion is that the price of $399 was the prepublication price back in 2015. We would need to know the regular price in 2015 after it came off prepublication before making and comparisons of price.

yeah I was wondering if it was a pre-pub price but nobody mentioned that; the prepub article you sent was in june 2015 and no actual dollar amount mentioned; just "65% of *print* price".
Just was interesting to me that people in this thread were discussing $399 and nobody mentioned prepub including the the post here posted in November, 2015, 5 months after the "hurry before it's too late" article.
Nevertheless, FL has the right to adjust pricing if something sells too slowly or whatever; something like this 15 volume series would be a lot of work.
Their profitability means more and more cool tools.

For a less wealth-demanding alternative for your classes, the Assyrian/Hebrew book Ben mentioned is excellent (and cheap). It's not all encompassing (primarily pre-exile Hebrew) but the discussion deals much with today's translations, giving it some immediate interest.

Guys, I can't find that Akkadian/Hebrew title by Tawil in Logos. In fact there is nothing by Tawil in Logos when you search on Tawil.

I have an interesting Hebrew Etymological dictionary which covers BIblical - Modern Hebrew I enjoy which is out of print I bet Logos could make some profit on that and it'd serve us well.
You'd post the suggestion in the Suggestions sub-forum (where Ben did).
There's also a Logos user suggestions for books somewhere ... hopefully someone will see this.
