Is the Bible Sense Lexicon still available to open and browse?
yes. Go to https://ref.ly/logos4/Senses?KeyId=ws.come.v.01 for example.
you can open it from any bible word associated with the BSL by right clicking and then choosing the bible sense on the right-hand-side of the menu (the entry with the fish-symbol), which will get the opening link for the BSL on the top of the left-hand-side.
Edit: The Wiki page https://wiki.logos.com/Logos_5$3a_Bible_Sense_Lexicon#How_do_I_open_the_Bible_Sense_Lexicon.3f has more options to open it, a simple one would be using the command Show Bible Sense Lexicon in the command box (not something I had memorized)

I'm not sure why they didn't put it in the "library". All the interactives are there for ease of access. That would be too easy. Then there's the maps ... let's play hide and seek.
Adding to NB, I keep a BSL in my main layout. And one could create a hot button for it as well.

Note also that it only shows up for words that it includes... Not all words are covered. It's also in the tools menu.

BSL should include all content words, *except* proper nouns (for which there should be a Factbook entry). It doesn't include function words (articles, conjunctions, prepositions, etc.).
If you're looking for sense information for an English word, you can open Tools > Bible Sense Lexicon and enter the word in the search box. If you're looking for senses for a source language term, you can consult the Senses section in Bible Word Study.

I would love it if the BSL was changed to being just a resource like the rest of the lexicons are.
I am more interested in getting more of the WordNet relationships coded which could add significant functionality.

Except that it is not intended to be a lexicon nor a dictionary! How would you organise it as a resource?

I had seen those diagrams posted on the forums, but had no idea that was the BSL!
So much of the program still appears to be "hidden away," and "undiscovered."
Thanks to FL for including Carta and a Hebrew audio bible in Logos 9!

I don't see the problem any different than interactives .... packaged to look like resources in the library. I tag them, etc. A word in, several words out. Quacks like a duck and his collar says 'lexicon'.
Actually, to fess up, absent MJ's continued development, it's sort of a fancy Strongs combo. I still argue the diagrams are invalid for the actual user.
