The other five tool bar items have pop-ups:

Same here, on Logos and Verbum (running Win 10). Maybe a Mac bug?
It's not there on 9.3 SR-2 on Mac so its not an issue that's been introduced in this beta cycle

Confirming macOS Big Sur 11.2.3 lacks "Close All Panels" pop-up.
