Not sure, but I think it's because the phrase "New Testament" is not in quotes.
(Also, I don't think it's necessary for "leadership", being one word, to be in quotes.)

Interestingly, my top results (not the Factbook) changed when I put quotes around 'leadership', so maybe there is something to that.

It means your search argument is invalid. New and Testament must either be in quotes or have an operator between them. You don't need quotes around single word terms but you must have quotes around multi-word terms. You must have explicit operators between terms.

It enforces [Match Case] for single words. "New Testament" is treated the same as "new testament" unless you use [Match Case].
