I sorry but I don't really understand your post. Perhaps you could explain this a bit.
Upon further reflection I think you are asking that the Locator bar be the default. Is that correct?
I may be wrong but I suspect it is a matter of space. For the smaller windows in the standard layouts (or my custom layouts), an extra line out of content can be significant. I know I personally prefer to keep the locator bars hidden in most cases.
Did L6 change this? In L5, the locator bar is the default for a resource; then it defaults to your last use for that resource.
I'm like MJ; I have to automatically close them each time due to panel space limitations. I typically use 9 panels per window.
When I use my PG to do studies I use it 2 panels, but I have at 10 resources open, maybe thats the difference for me. But its a pain to have to activate the locator- everytime you open a resource.

It's odd that it's defaulting to closed for you. It defaults to open for me most of the time. I always prefer to have it open. I have a huge screen so space is never an issue. Very rarely I do find that the locator bar is missing and I can't figure out why, because I never turn them off. So maybe there are some circumstances under which it defaults to closed, but I haven't figured out what those are, because it happens so rarely for me. Does it seem to happen most of the time for you? Maybe we can get Logos developers to chime in and tell us what the rules are, and perhaps they can be persuaded to change the rules to be smarter (for example: if more than half of the existing tabs have open locator bars, then presume the user prefers to have them open and default to open).
I find that every time I setup a study guide or just open a book random out of my library- I have to manually open the bar. Even when I open it better than 50% of the time, I will have to manually open it again.
It would be nice to have a selection under "tools- Program Settings"- to make it one or the other all the time.
I prefer it showing, since I use a 27" screen- I have plenty of real-estate.
Although Faithlife can make L6 smarter by automating this - having it closed by default on smaller windows and opening it on larger windows by default, a better implementation would be one-button toggle of all toolbars.

Yes even that suggestion is acceptable- either way I like to have the locator either open as default- then if you need to close it- one button function is ok- but prefer the of "tools- program settings" it would give users the choice of setting with out any override being implemented by others.
