On the website it says:

The Lingua Latina Familia Romana Collection (11 vols.) is only available for users in the U. S., Canada, Great Britain, Australia, New Zealand, and South Africa.

1. What is the reason for this?

2. Does dynamic pricing know that I am from another country?

    This is usually because the party that Faithlife negotiated the contract with only holds the copyright for this countries. Faithlife would have to negotiate additional contracts with additional copyright holders for the rights in other countries.

    There are some automated checks in checkout to identify if you are eligible.
