No. "Code identical" means that the features of Logos 7 are already in the latest Logos 6, provided you have a licence to use them - such as the one coming with Logos Now. If you were a Logos Now member, you wouldn't get any new features (and probably no new resources either) from updating to L7, since you already enjoy them. Otherwise, upgrading to Logos 7 will unlock those features and resources that are part of the free L7 Basic (formerly called free engine, but comes with some resources for those who own no library, since many features old and new don't make sense without resources)
In addition, the statement you mentioned was true at the time 7.0 initially launched. Since that time there have been a number of bug fixes and improvements made to 7 which will be available to you even if you acquired no new resources from the upgrade package.
The only features that you gain from L7 is if you are a Logos Now member. If you are, $99 a year totally worth it, then you have all of the L7 Data sets and features. If you download the free Logos 7 engine without Logos Now, you get no new features, just the engine.

That isn't correct, although I don't have a list of "new" features.
If you already own a feature set, you won't be able to see the features on the product page, unless you sign out of the site or visit the page in private browsing mode.

I saw a screenshot of the Logos 7 Basic that showed that Factbook appeared to be a functional tool (not grayed out). If that is correct, that is an upgrade in function from Logos 6 to 7. Can anyone verify that Factbook is functional in Logos 7 Basic?

Factbook is available in limited form. The People datasets are included in the package, but not some of the other datasets such as Places, etc.
I already had Logos 7 Gold Standard but, by 'purchasing' the free Logos 7 Basic version I got a few new books. Same thing with the free Verbum Basic.
Me too, but just to clarify, we got access to a few new books, not ownership of a few new books. If we purchase anything in the future that contains those resources, we wouldn't be eligible for dynamic pricing for them, and will be paying for them to permanently own them.

I think the free Basic version is meant to be a replacement for what previously was the free core engine. It includes what was the free core engine, plus free access to some resources and features.

No. The L7 engine DOES have new features which the L6 engine does not have. Furthermore, in previous releases, there was a "free core engine." That has now been replaced with the "Basic" edition. See HERE.

(Personally, I can't see how someone could contentedly use Basic for a long time without eventually buying a base package or Logos Now subscription.)
I'm not sure why FL chose to make the licenses temporary, but I also don't note anything in what we've been told that would lead me to believe the product is temporary.

My guess is that most people who download this as their only Logos product will likely be content to use the Home Page to invoke most of their studies or to use the stock layouts FL has provided. Those who want to go further may become paying customers at some point so no issue with your possible loss of the product thought.
I see it as a generous offer from FL and will probably recommend it to some members of our church.

In my mind, Logos7 Basic is probably enough for 99% of the market (looking at experience in other Bible platforms). Probably add a favorite author, though Kindle will intrude. Given the high Logos learning curve and buy-in, I do wonder.
I think that is a limitation of the storefront. If the licenses were permanent (owned), the store would dynamically discount any library or feature set containing those resources.
