Here is the book I was trying to buy https://ebooks.faithlife.com/product/127142/good-leaders-ask-great-questions-your-foundation-for-successful-leadership
Any idea if this will be changed?
The link given states that: He can be followed at Twitter.com/JohnCMaxwell. For more information about him visit JohnMaxwell.com.
If faithlife will not give you an answer try asking him directly - He might not know that you can not buy it or maybe you can get him to ask his publisher.

Not likely the author can influence this but OP can try if he wants. This is about publisher distribution rights.
It would depend on the contract with the publisher [for example did they give away rights to use that publisher so that the publisher has more control than the author]
Or maybe that publisher only obtained limited [non worldwide] rights from the author. [I don't know but at some time one of them could have gotten worldwide rights]
Actually, if a sufficient amount of authors nudges the publisher, it could be entirely possible that they eventually give in.
The publishers should actually be happy about every customer who doesn't buy on Amazon, as they have been deliberately driving down ebook prices for years now. But ironically, Amazon seems now to be the only option to buy these books as a non-US based customer.
