I think that I have reported a similar problem previously.

It does seem that a restart puts things back in order but that should not be necessary.

    I am now seeing this today for the first time.  Windows 11 machine.  I have done a full restart of the computer.  Proclaim version is 3.3 (3.3.0.0005).  I have submitted log files.
