Add desktop's panel management system to the web app

Please bring the desktop's richer panel management system to the web app, so we can more easily split, resize, and modify the layout of our panels.

    Please let me fill the entire screen with a single resource by clicking and dragging, as is done in the desktop app, rather than having to remember to click on "Layout".

    With screens getting wider and wider it would be great to see a 4 column layout option.

    Another aspect of this would be to permit resources to be in a "pop out" panel/browser pane, allowing them to be linked together with the main browser window.
