Add prioritization to the web app

Add the ability for users to prioritize resources, present in the desktop app, to the web app.

  • This would be valuable in opening Logos 9 up to those who use Chromebooks in particular (less dependence on a Mac or Windows PC).

  • I was just coming here to ask this for either the mobile app or Web app - I no longer have access to a desktop environment, so being able to organise resource prioritisation and collections would be a huge help.
