This is a highly considered series by Peeters Publishers. The volumes are somewhat hard to find and expensive, so they would be great candidates for digitization in Logos. The publisher's page is here:

Five of the volumes are listed in Denver's OT annotated bibliography as follows:

Houtman, Cornelis. Exodus. Vol. 1 (1:1-7:13). and Exodus. Vol. 2 (7:14-19:25). HCOT. Kok Pharos, 1993 and 1996. Updating of classic historical critical approach to the book.

Mulder, Martin J. 1 Kings. Volume 1: 1 Kings 1-11. HCOT. Peeters, 1998. A remarkably detailed exegetical study of the Hebrew text, with sensitivity to versions and literary forms and sympathy to historical value.

Renkema, Johan. Lamentations. HCOT. Peeters, 1998. Detailed commentary on Hebrew text.

Spronk, Klaas. Nahum. HCOT. Kok Pharos, 1997. Exposition with careful attention to poetic and historical details.

*Wolters, Al. Zechariah. HCOT. Peeters, 2014. Extensively researched. A stellar volume in this series that looks at textual and literary matters.

In my studies, I have learned that many of the great Biblical studies are in the European languages, mostly German and French. Many still untranslated. And Dutch. I started buying Commentaar op het Oude Testament, the best Dutch commentaries I could find, but then I couldn't keep up working on my Dutch. Then I discovered it has been translated into English. This Historical Commentary on the Old Testament. The Dutch also did the New Testament. Commentaar op het Nieuwe Testament, but I don't know if that was ever translated.
Please look into this. Thank you

    Sounds like a great idea.

"The Historical Commentary on the Old Testament is a new international series of commentaries which devotes explicit attention to the history of interpretation of biblical tradition in all its stages, both within and without the Hebrew canon. As the term 'Old Testament' indicates, the commentary stands in the Christian exegetical tradition. The team of those who committed themselves to contribute comprises scholars from all over the world and from many different churches and denominations. The commentary is intended not only for Old Testament scholars, but also for ministers and other interested parties. The treatment of every pericope is preceded by a new translation and a section called 'Essentials and Perspectives' in which the author summarizes the results of the exegesis in non-technical language. The primacy here is assigned to the final stage of the text. The summary should incite the user to consult the main body of the exegesis which is headed 'Scholarly Exposition'. Here the approach is that of modern critical scholarship."
